If you are preparing Nigerian birth records for an Italian family-reunification application, you may encounter two similar terms: birth certificate and attestation of birth. They are not always interchangeable. The document that applies can depend on when the person was born, the type of Italian process and the consulate's current requirements.
This guide focuses on the document-preparation stage, especially for families in Italy coordinating records from Nigeria. It does not replace the official family-reunification visa instructions or establish eligibility for a visa. Last fact-check: 3 November 2026.
Birth certificate or attestation: what is the difference?
A birth certificate records a birth through a civil-registration system. In Nigeria, the National Population Commission (NPC) is a principal authority for birth-registration records. An attestation of birth is a different form of birth-related confirmation used in certain circumstances, particularly where applicants' original birth records fall within the categories described by receiving authorities.
Do not assume that the word “attestation” always means a digital certificate or that a declaration of age alone is enough for an Italian application. The receiving authority controls the document type it accepts.
An Italian Consulate General in Lagos family reunion document list describes an NPC birth certificate for persons born after a specified December 1992 cut-off, and an NPC attestation accompanied by an age declaration in some earlier-birth circumstances. This is a source-specific rule, not a universal law for every Italian process.
Why the date of birth matters
Published Italian consular material contains different cut-off wording in different workflows. A family reunion checklist hosted by an Italian visa provider refers to a December 1992 threshold, while the Consulate's study-document guidance uses a different December 1992 date. Material for citizenship legalisation also describes a date threshold.
That variation is exactly why it is risky to rely on a social-media post that says everyone born before or after one exact date must use the same document.
Before ordering any replacement record, write down:
- The applicant's full date and place of birth.
- Whether the original birth was registered and a certificate already exists.
- Whether the application is a family-reunification visa, citizenship process, study application or another purpose.
- Which Italian mission or administrative office will receive the document.
- The current, dated document checklist provided for that specific application.

A careful preparation checklist
Start with the identity record currently accepted by the applicant's Nigerian issuing authority. Request the original or officially recognised version if required, rather than purchasing a fabricated or unverifiable “certificate” from an intermediary.
Then review the following questions:
- Does the Italian document list specifically request an NPC birth certificate, an attestation, or an age declaration in addition to one of those?
- Must an affidavit be sworn by a parent, an older relative or another authorised declarant?
- Does the receiving office require the declarant's identification and signature?
- Do all documents state the same applicant name, date and place of birth?
- Is translation into Italian required, and which stamps must be included?
- Is the Nigerian document required to pass through Ministry of Foreign Affairs and Italian consular legalisation?
If a family member is helping from Nigeria, provide clear instructions about the accepted document and destination office. Do not share more private identity data than is necessary through unsecured messaging.

Understanding legalisation for documents issued in Nigeria
The Italian Embassy in Abuja explains that Nigerian documents intended to be valid in Italy generally require legalisation and an Italian translation. Before the Italian mission accepts the original for legalisation, it must already be authenticated by the Nigerian Ministry of Foreign Affairs.
The Italian Embassy in Abuja covers documents issued by local authorities in FCT, Kaduna, Kano, Niger, Plateau and Katsina. For documents issued by local authorities in other Nigerian states, the Italian Consulate General in Lagos is responsible.
A family-reunion applicant should check the appropriate route for the actual issuing authority and document. Do not assume that a relative can bypass consular requirements simply because the applicant already lives in Italy. Also do not assume every birth certificate issued abroad follows the NPC route: a person born in Italy may have an Italian civil-status record.
If your legalisation package involves inconsistent names, first read our guide to Nigerian name mismatches and sworn declarations. Correcting source data is different from explaining a historical spelling discrepancy.
Family reunion is not the same as citizenship or study
A person joining family in Italy may be using a family-reunification visa process. Someone applying for citizenship may be proving different identity and family facts. A student requesting a declaration of value may be showing educational and birth records.
Using a document list from one route for another can produce an expensive mistake. Record the title, date and issuing office of the checklist you rely on.
A separate issue is the Italian nulla osta for family reunification: this immigration authorisation is not the same thing as a Nigerian marriage nulla osta. The latter relates to permission to marry. Avoid treating identical Italian words as if they describe the same procedure.
Common mistakes to avoid
- Ordering an attestation when the office asks for an NPC birth certificate.
- Using an old December 1992 cut-off without checking the specific application.
- Submitting an age affidavit alone when an attestation is also required.
- Forgetting that names and birth details must agree across records.
- Assuming legalisation verifies the truth of every fact in a document. It primarily authenticates the issuing official's signature and authority.
- Treating private “verification certificates” as government records without checking the official source.
Frequently asked questions
Is an NPC attestation of birth accepted for Italian family reunion?
It can be relevant in specified circumstances. The current Italian family-reunification checklist decides which record is accepted for the applicant's situation.
Can I use an affidavit of age instead of a birth certificate?
Do not assume so. Some published checklists describe a combination of attestation and age declaration for specific birth-date categories. Ask the receiving mission.
Which Italian consulate legalises my Nigerian document?
For documents issued by Nigerian local authorities, the Italian Embassy in Abuja lists six covered jurisdictions; the Consulate in Lagos covers the other states. Confirm the issuing jurisdiction and current appointment instructions.
Does Liberty Digital issue official NPC certificates?
No. NPC and other competent authorities control official records. Liberty Digital can help organise documents and prepare an informed enquiry.
